A log book is required for every emergency lighting installation no matter how small. This is stipulated in section 12 of BS5266 part 1:2005 "code of practice for the emergency lighting of premises" (clause 12.3) and is also a requirement of BS EN 50172: 2004/BS5266 Part 8: 2004 "Emergency escape lighting systems". Systems must be tested and maintained by their owners.
